When you install JIRA, the Setup Wizard will ask you to select the default language for your organisation by clicking the appropriate flag:
Individual users can later override the default language and select a language of their choice:
Translating JIRA
If you speak a language that JIRA doesn't, a complete set of tools are provided for you to create your own translation.
