User roles in Jira Product Discovery
The process of defining your strategy involves multiple teams, but only a select few are responsible for the final roadmap. Jira Product Discovery has two product roles: Creator and Contributor.
Creators (paid), typically product managers, product owners, and product operations, are billable users that lead the prioritization process, craft and share the product roadmap, and ultimately define the strategy.
Contributors (free), which may include engineering managers, design, sales, support, marketing, and leadership, are free users that play a role in the prioritization process by offering comments, insights, or feedback that shape the roadmap. Creators manage the level of permissions a Contributor may have.

Please note that we often refer to stakeholders as those who can access a published (read-only) view. Stakeholders are free Jira Product Discovery users that aren’t counted towards your license, and don’t have access to Jira or any Atlassian Cloud product.
Stakeholders must create a free Atlassian account to access a published view.
